We are a volunteer group of Portola Springs residents interested in emergency preparedness, led by graduates of Irvine Police Department's Community Emergency Response Team (CERT) program. (For more information about CERT, see the bottom of this page.)
This organization was originally established in March, 2019. It is part of the Irvine Police Department's CERT Neighborhood Connections program. In December 2019, we became a chartered committee of the Portola Springs Community Association.
Provide information to residents of the community on emergency preparedness via the community newsletter, website, email as well as virtual and in-person meetings and presentations.
Create and maintain a Disaster Plan that defines actions for Committee members to follow in the event of an emergency, including a contact list and communications plan.
Propose an annual budget to the Board of Directors for establishing and maintaining emergency equipment and supplies.
Design, procure, and maintain the Association’s emergency supply caches, ensuring that equipment is in working condition and supplies are current.
Consult and coordinate with city officials, health officials, fire, law enforcement, and other organizations involved in emergency preparedness functions.

The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. CERT offers a consistent, nationwide approach to volunteer training and organization that professional responders can rely on during disaster situations, which allows them to focus on more complex tasks. Through CERT, the capabilities to prepare for, respond to and recover from disasters is built and enhanced. Learn more about the City of Irvine's CERT program here.
